What we aim for, what we know is imperfect, and how to reach us if something on this site is not usable for you.

Before the detail

This site is built to be usable with a keyboard, a screen reader, high zoom and reduced motion. We aim to meet WCAG 2.1 Level AA. Accessibility is not a one-off certification, so if something here does not work for you, telling us is the fastest way to get it fixed — call the number on this site and describe what happened.

What we build to

The reference standard is the Web Content Accessibility Guidelines version 2.1 at Level AA. It is the standard most commonly cited in United States accessibility practice and the one this site is measured against.

In practical terms that covers four things: content that can be perceived regardless of how you are reading it, an interface that can be operated without a mouse, information that is understandable and predictable, and markup robust enough for assistive technology to interpret reliably.

We treat that as a floor rather than a certificate. Standards conformance and real usability are not the same thing, and where they diverge, usability is the one that matters.

What is in place

The site is built as plain HTML with semantic structure — real headings in order, real lists, real landmarks — so a screen reader can navigate it by structure rather than by reading everything from the top.

Every interactive element is reachable and operable by keyboard, with a visible focus indicator. Skip links let you get past repeated navigation to the main content. Nothing here requires a mouse or a pointer.

Images carry alternative text describing what matters about them. Decorative images are marked so they are skipped rather than announced.

Color contrast is checked against the AA thresholds, and color is never the only way information is conveyed. Text reflows without horizontal scrolling at 200% zoom and on small screens. Motion is minimal and respects the reduced-motion preference if your system sets one.

Forms have properly associated labels, and errors are announced in text rather than signaled only by color.

Known limitations

Some documents linked from this site, particularly PDFs supplied by third parties such as regulatory bodies, may not be fully accessible. If you need the content of one of those in a different format, call us and we will read it to you or provide the information another way.

Any embedded third-party content — mapping, in particular — is outside our direct control and its accessibility depends on the provider.

Where a table carries a lot of comparison data, it may be harder to follow with a screen reader than the same information in prose. Where that is the case, the surrounding text is written to carry the same substance, so nothing is only available in the table.
